As a matter of fact, without the civil sector, it would be literally impossible for an economy to even be in existence. From the very first human settlements, it was the civil sector that enabled these settlements to thrive and grow into commercial centres and expand geographically and grow bigger.
As a general statement, it could be said that humans could not have established civilisations without the contributions of those who work within the civil sector.
