On commercial and infrastructure schemes, a tarmac contractor should be judged on four things: the plant and crew it can put on site in a single shift, its command of the highway standards that apply to the road in question, whether anti-skid and line painting sit inside the same package, and its street works accreditation where the surfacing follows an excavation. Price per tonne tells you almost nothing about any of them. Most of the selection advice available online is written for driveways, which is why buyers of larger schemes end up comparing quotes that were never comparable in the first place.
The failure modes on commercial surfacing are rarely about the asphalt itself. They are about programme, sequencing and compliance: a gang that cannot lay the tonnage the traffic management window allows, a surface course whose aggregate is wrong for the site’s skid resistance category, or a reinstatement that fails inspection and has to be dug out inside the guarantee period at the contractor’s cost, with the road closed a second time.

Plant and crew capability set the programme
Asphalt is a perishable material, and that single fact drives most of what matters about capability. Hot mix arrives on site at working temperature and stops being compactable as it cools, so a surfacing gang waiting on a roller that is still finishing another job loses the load. Ask a prospective contractor what plant it owns rather than hires: paver, tandem and pneumatic tyred rollers, a planer for the inlay depth you need, a sweeper, and a hot box for smaller patches and joints.
Crew composition matters as much as machinery. Machine-laid surfacing on a live carriageway needs a full gang, typically six to eight people including a foreman, a paver operator, a roller driver and rakers, plus separate traffic management. Hand-laid work around ironwork, kerb lines and access chamber covers needs experienced rakers specifically, because those details are where inspectors look first. A contractor that subcontracts the whole surfacing operation is selling you coordination risk, not capacity.
Output figures are worth asking for in writing. A competent gang working a full shift on an open site will lay several hundred tonnes; the same gang on a night shift with a two-hour closure and a diversion route to sign will lay a fraction of that. The honest answer to “how much can you lay in the window” is a range with conditions attached, and a contractor who gives a single confident number has usually not read the traffic management plan.
Two rulebooks apply, and they are not the same document
New highway construction and improvement work is specified against the Manual of Contract Documents for Highway Works, which National Highways maintains and periodically updates; local authorities usually adopt it, or their own specification derived from it, for adoptable roads and for works affecting the highway. Surface course material selection and skid resistance come from the design standards that sit alongside it, principally CD 236 and CS 228, which together set the aggregate polishing resistance appropriate to the site category and traffic loading. The asphalt mixtures themselves are specified under the BS EN 13108 series, read with PD 6691.
Reinstating an opening made by a utility undertaker is governed by a different document entirely. The Specification for the Reinstatement of Openings in Highways, now in its fourth edition, applies to street works on highways maintainable at public expense. Road types 0 to 4, permitted opening classifications, layer thicknesses, compaction and air void limits, and a finished profile tolerance of plus or minus 6 mm all come from there. Guarantee periods run two years from completion of the permanent reinstatement, or three years for deep openings, and interim reinstatements are normally expected to be made permanent within six months.

Anti-skid and line painting belong in the same package
Buying surfacing, high friction surfacing and road markings from three different suppliers costs more than the sum of the three prices, because each one needs its own mobilisation, its own traffic management and its own slot in a programme that is already tight. Anti-skid systems are a specialist product, usually a resin binder with a high polished stone value aggregate such as calcined bauxite, and highway specifications generally require the system to hold current HAPAS certification or equivalent product approval, installed in line with the Road Surface Treatments Association code of practice. Design guidance is specific about where high friction surfacing should not go: not on the circulatory part of a roundabout, and not simply to provide colour.
Line painting has its own sequencing constraint. Markings on a new bituminous surface are applied once the surface has been trafficked or allowed to cure, depending on the material and the specification, and thermoplastic and paint systems behave differently on fresh asphalt. Where the same contractor holds the surfacing, the anti-skid and the white works, that curing gap becomes a scheduling decision rather than a contractual argument about who arrived too early.
Why utility accreditations matter when surfacing follows excavation
Where the surfacing follows an excavation, competence is not a matter of preference but of law. Under the New Roads and Street Works Act 1991, operatives and supervisors carrying out street works need the relevant certificates for the activities they perform. Government guidance on street works qualifications in England sets out the unit structure: LA for locating and avoiding underground apparatus, O1 for signing, lighting and guarding, O2 for excavation, O3 and O4 for backfill and unbound layers, and O6 for hot laid bituminous reinstatement, with the S series equivalents for supervisors.
A surfacing firm that has only ever worked on private car parks may hold none of those. On a scheme where a water main, a duct or a service connection goes in before the road goes back, the contractor needs both sets of skills, and a utility contractor with WIRS accreditation and its own reinstatement crews often holds them where a pure surfacing subcontractor does not.
Running the selection
Shortlist on evidence of comparable work, then interrogate the interfaces. Ask which activities are self-delivered and which are subcontracted, who holds the street works certificates on site rather than in head office, what the contractor’s inspection failure rate has been over the past two years, and how anti-skid and lining are programmed against the surfacing. Third party accreditation is a reasonable filter for prequalification, and ISO 9001, 14001 and 45001 alongside Constructionline Gold at least tells you the management systems exist.
The most revealing question to put to prospective tarmac contractors is what happens on the day the excavation reveals something the survey missed, because the answer separates firms with utility experience from firms that only surface. Take up references from the highway authority rather than the developer where you can. Authority inspectors see the reinstatements six months and two years later, which is the only timescale on which surfacing quality is actually visible.
Before you sign
Get the specification named in the contract, not implied: the surface course material and mixture designation, the aggregate requirements tied to the site’s skid resistance category, the reinstatement road type, and the guarantee period with its start date defined as completion of the permanent works. Confirm who supplies and signs the traffic management, and confirm in writing that the anti-skid and lining elements are included with programmed dates rather than listed as provisional sums.
Cheap surfacing is expensive twice: once when it fails, and again when the road has to close for someone else to put it right.
